Barriada 4 de Abril

Real Estate in Barriada 4 de Abril, Panama.

More people live in Barriada 4 de Abril than in the corregimiento of Changuinola itself: 10,557 residents at the 2023 census, against 6,136 in the town centre next door. Carved out of the cabecera in 2015, it covers 13 square kilometres of flat ground between that centre and the San San river, in the Changuinola district of Bocas del Toro, Panama. The road west to Guabito and the Costa Rican border runs straight through it and crosses the river at San San Puente. What changes hands here is family housing: houses on their own lots in the four numbered sectors and in Vista Alegre, homes fronting the main road, and building plots where the ground is properly titled. Ask about the water connection and the floor level before you talk price.

About Barriada 4 de Abril:

Barriada 4 de Abril lies on the north-western side of Changuinola, wedged between the town centre and the San San river. Its limits are set by Law 39 of 8 June 2015: Finca 6 to the north-east, the Changuinola cabecera to the south-east, Finca 30 to the south, and the San San itself on the west and north, with Guabito on the far bank. Inside those lines the law names Sectors 1, 2, 3 and 4, Vista Alegre, San San Puente, San San Boca, 17 de Enero and Comunidad 71. The Changuinola–Guabito road is the spine of the corregimiento, so the Avenida 17 de Abril, the bus terminal and the shops of central Changuinola are a short ride east, and the Sixaola border crossing at Guabito a short ride west.

Until 2015 all of this was counted as part of Changuinola, and the same law that created it also split off Finca 6, Finca 30 and Finca 60. Today it is the second most populous corregimiento in the district after El Empalme, with 10,557 people on 13 square kilometres. It has its own junta comunal, and daily life is that of a large residential suburb rather than a farm camp. The Escuela Bilingüe 4 de Abril has more than a thousand pupils, an Infoplaza works as the community’s internet centre, and the nearest public clinic is the Caby Rodríguez health centre in neighbouring Finca 6, where the health ministry has a larger new building in the pipeline. Paychecks come from the same places as the rest of Changuinola: the banana farms, the businesses and offices in town, and public services.

Water is the service to ask about first. The IDAAN network does not reach every street, and supply has needed work: in January 2026 the utility carried out works in Sector 4 to strengthen the service, and the municipality has donated pipe so that more homes can be hooked up. Some houses still run on a well or a storage tank. For a buyer, this means a house on a street with a working IDAAN connection is worth more than an identical one that relies on a well or a tank, and the difference should show in the price.

The ground is low and flat, and the river shapes it. Downstream, the San San runs into the San San Pond Sak wetland, a protected area where AAMVECONA, a community conservation group based at the San San bridge, runs boat trips to see manatees. The same river is the main flood risk: when the July and August 2026 rains hit the district, communities along the San San and sectors of 4 de Abril were among those affected. Houses built on raised floors or on fill above street level fare best, and that is worth looking for when you view a property.

Houses in Barriada 4 de Abril:

Most of what changes hands is a single-family house on its own lot, and three bedrooms, two bathrooms and parking for a car is a familiar layout. Houses on the main road are the easiest to reach by bus or taxi; inside the sectors the streets are quieter. When you compare houses for sale in Barriada 4 de Abril, ask for the survey plan, check whether the house was extended without permits, and look at how rainwater leaves the lot. A visit after a heavy downpour tells you more than the listing photos.

Land and Lots in Barriada 4 de Abril:

There is still open ground here, especially away from the main road and towards the river, and it is ground that families here want for building. That same ground has also seen occupations by people without title, and disputes between occupants over who holds which plot. Treat any lot offered here as a title question before it is a price question: a registered property in the seller’s name is one thing, a possession right or a plot someone is already living on is another. Lots for sale in Barriada 4 de Abril close to the San San also need a hard look at their level against the river.

FAQ:

  • Is a house on the Guabito road in Barriada 4 de Abril or in Changuinola?

It depends on which side of the line it sits. Barriada 4 de Abril runs from the edge of the town centre west to the San San river, with Finca 6 to the north-east and Finca 30 to the south. San San Puente, at the bridge, is inside it; the far bank belongs to Guabito. The survey plan and the title name the corregimiento, and those documents decide it, not the address on the listing.

  • Can a foreigner buy a house in Barriada 4 de Abril?

Panama lets foreigners own titled property on the same footing as nationals, but the Constitution makes an exception for land less than 10 kilometres from the border, which foreign individuals and companies, and Panamanian companies with foreign capital, cannot own. Barriada 4 de Abril sits only a few kilometres east of the Sixaola, the river border with Costa Rica at Guabito. Assume the lot is inside the strip until a surveyor measures it and shows otherwise.

  • How bad is flooding along the San San?

Bad enough to plan for. Heavy rain in July and August 2026 flooded homes across the Changuinola district, including communities along the San San and sectors of 4 de Abril. Ask the neighbours how high the water reached, check that the floor sits above the street, and get a quote for flood cover before you agree a price. Lots closest to the river carry the most risk.

  • Will the house have running water?

Not necessarily. The IDAAN serves the streets where it has a network, and some parts of the corregimiento are still being connected. Ask the seller for a recent water bill, open the taps at different times of day, and find out whether the house depends on a tank or a well. If there is no connection, ask at the junta comunal whether the street is due one.

  • What is the main title risk when buying a lot here?

Occupation. Some ground in 4 de Abril has been occupied without title, and the person offering a plot may hold only a possession right, or may not be the person living on it. Before paying anything, confirm in the Registro Público that the lot is a registered property in the seller’s name and free of liens, then walk the boundaries with the survey plan. If the seller has only a possession right, have a lawyer explain what it takes to turn it into a title and how long that will be.
