Finca 12
Real Estate in Finca 12, Panama.
Some of the house lots in Finca 12 have a seller you might not expect: the Municipality of Changuinola, which sells plots out of its municipal ejido and confirms each sale by council decision. That paper trail runs through most purchases in this small corregimiento on the edge of Changuinola town, in Bocas del Toro, Panama. Expect family houses on modest lots, shopfronts and services along El Puré, and lots that may still be partway through the municipal process. The banana farm that gave the place its name is still working, on the road out toward Las 30. Before you talk price, find out whether the lot under the house was ever fully adjudicated and registered.

About Finca 12:
Finca 12 became a corregimiento under Ley 172 of 19 October 2020, split from the Changuinola corregimiento in the same law that created Finca 4, Finca 51, Finca 66, La Mesa and Barranco Adentro. At 2.7 square kilometres it is smaller than what remains of the town’s own cabecera. Its busiest street is El Puré, which backs onto central Changuinola and the hospital zone, and taxis have counted it in the same fare zone as the town centre since at least 2008. Finca 66 and Finca 65 are its nearest neighbours. Getting around is a short drive or a walk, not a bus trip.
The number belongs to a banana farm, and that farm is very much in use. In July 2026 President José Raúl Mulino toured its 200 hectares with Chiquita’s chief executive to announce that exports were restarting, with some 11 million boxes planned for the following months and about 15 million for the year after. It was one of 20 farm zones back in production after the 2025 shutdown, when Chiquita left Changuinola following the strike and thousands of jobs went with it. By mid-2026 the company had around 5,000 hectares under cultivation and between 5,000 and 6,000 direct jobs in the province. In a corregimiento this close to the plantations, those numbers decide how many families can pay rent.
The other employer on El Puré is the courthouse. The Sistema Penal Acusatorio building for Bocas del Toro opened there in December 2021, with four hearing rooms, the judicial office and the public defenders, and it serves the whole province and the Ngäbe-Buglé comarca. Around it you find everyday commerce: a minisuper, a restaurant with a car wash, and the Clínica San Rafael on the main street, open since 1986. Finca 12 had 3,264 residents at the 2023 census, which makes it one of the more tightly settled corregimientos in the district.
The ground is low and flat, and rain is what tests it. Residents of one internal street spent years struggling to get in and out during the wet months, until the public works ministry shaped the roadbed and laid about 300 metres of recycled asphalt in September 2025. In April 2025 neighbours asked the judiciary to deal with water that pools on its lot facing the courthouse and grows with every downpour. If you are looking at a house here, go back after heavy rain and see where the water stands.
Houses in Finca 12:
Most homes here are family houses on small lots, close enough to the centre that you can do without a car. That location is what a buyer or a tenant is paying for: the town centre, the hospital zone and the courthouse are all within a few minutes. Anyone comparing houses for sale in Changuinola should know that in Finca 12 the house and the lot can be at different stages. A house may have stood for years on a plot the owner has paid the municipality for but never received in definitive title. Ask for the council decision, the deed signed on behalf of the municipality, and the lot’s own entry in the Registro Público before you agree on anything.
Land and Lots in Finca 12:
Lots on municipal ground follow a set route. The applicant receives a provisional adjudication, pays the price at the municipal treasury, municipal engineering reports favourably, and the council then grants the lot in definitive sale and authorises the mayor to sign the deed. The Finca 12 lots granted this way in May 2024 measured between about 210 and 350 square metres and were carved from a single municipal mother parcel. In the same decision, lots elsewhere in the district had been paid for as far back as 2005, so do not assume a receipt means the process is almost over. When you look at lots for sale in Finca 12, ask whether the plot already has its own registered number or is still part of the municipal parcel.
FAQ:
-
The seller only has a municipal receipt for the lot. Is that enough?
No. A receipt shows the price was paid, not that the lot was transferred. The sale is only complete once the municipal council issues its definitive adjudication, the deed is signed on behalf of the municipality, and the lot is entered in the Registro Público under its own number. If any step is missing, find out what is pending before you pay, and put the transfer of the seller’s rights in writing.
-
Why do the papers say corregimiento de Changuinola instead of Finca 12?
Because the land was part of the Changuinola corregimiento until the October 2020 law, and the paperwork has not always caught up. Even the council’s May 2024 decision granting lots here still described them as located in Finca 12, corregimiento de Changuinola. That alone is no problem, but check that the survey, the registry entry and the lot on the ground all describe the same piece of land.
-
Do the streets in Finca 12 flood?
Some internal streets were hard to use in the rainy season for years, and one stretch was only resurfaced in September 2025. Water also pools on open ground near the courthouse after heavy rain. Look at the street and the lot after a downpour, check whether the floor of the house sits above the road, and ask where the storm water drains.
-
How far is Finca 12 from central Changuinola?
It is right next to it. El Puré backs onto the centre and the hospital zone, and taxis charge it as part of the town. Shops, banks and the bus terminal are a short ride away, and the province’s criminal courthouse is inside the corregimiento.

Does the banana industry still matter for property here?
Yes. The Finca 12 farm was where the government and Chiquita announced the restart of exports in July 2026, after the 2025 shutdown left thousands out of work. Rents and sales in this part of Changuinola follow plantation wages, so if you are counting on rental income, ask how long the house sat empty in 2025.
